Appearance:
Tall, dark and douchey. That's pretty much how'd you describe Oliver in short. For most part, he wears a rather omniscient, cheshire-like smile; the kind where you're not sure what he's think but just have a gut-feeling he might possibly up to something. Oh yes, he also likes to make use of his levitation ability, he tends to be lazy, so you might often see him floating about with a bad back-posture.
His hair is actually rather... poofy, so to speak. And for those who get a chance to touch his ears, it's also note they're just as fuzzy and fluffy. Oliver tries not to give away his thoughts too much, being said, he manage to learn how to stop his ears twitching. Though, that doesn't mean it won't twitch about when he loses control, in fact, they would twitch a lot. His tail swishes around though, it's a bit hard for to grasp. Frustrating for the Gengar, to be honest.
He actually appears pretty messed up, but somehow manage to pull this so he appears more of a punk-retro style. Or something. He wears around a spell-tag around his neck and several bracelets. He also has a bit of a bloodshot eyes, he doesn't really sleep that often or at all for that matter. He's a strange line between attractive but messy and messy but attractive.

Man, what a douche. It's almost safe to say that Oliver is anything but pleasant. He's like one of those people that makes others thing how much teens are monsters. The Gengar enjoys mischief and chaos, simply for entertainment. Those who are lucky could simply find themselves with stained clothes or their hair mangled, others... would probably find some nasty bruises in the morning. In fact, the closest thing you'd get of a normal conversation from him are usually show him being standoffish and downright rude. Definitely someone you don't want to cross paths at night.
Unfortunately, even before death, Oliver was always someone who just seems so unpleasant. The only difference perhaps, between him before and after the unlife is possibly how much he doesn't think second thoughts. Since his memories are gone, therefor his personal reasons as well, he doesn't even think for a minute and simply does what he likes. Hey, he's already dead anyhow with no connection, what else would he lose?
If someone becomes a person he considers okay, or even beyond that, a friend- then that's a huge leapt. While he may not have the exact details on how he was before death, being fiercely loyal was one of the things that is still within his instincts. Which is to say, he does this rather unconsciously, if someone points it out; he's not much of a happy camper.
Admittedly, he wouldn't like the idea of actually having friends, a ghost doesn't need friends besides that, who'd wanna stick around with a douchebag like him? Yes, he becomes more conscious regarding his image when relationships comes into view. Which is to say that Oliver has no intention of changing that attitude of his whatsoever and anyone who still insist being his friend -double points not being a variation of jerk- would temporarily boggle him. He secretly appreciates it nonetheless.
Oliver is a bit of a child though, mostly out of the fact the world feels new to him thanks to his lack of memory. He likes asking questions, though sometimes it overlaps his real sense of believes. It's hard to tell which falls in which case when he asks though. For instance, he understand the word responsibility but when you ask him, he'd asked why not because he doesn't understand the word- but he doesn't understand the concept of it, 'to whom?,' is what he might think at that moment. How Oliver sees the world, even with having full understanding of it, might be different than the average joe. He doesn't understand why society ticks like that, but he's still rather a child, he prefers to do whatever he likes. Which is to say, a good level of odd; Oliver's few point has always been rather skewed, even before death.
One of the merits of being a Gengar is the fact he can sneak around in the shadows and carry out his little stunts with little to no one to identify the perpetrator. Maybe to go along with his eccentricism, but Oliver can make a good use of things around him given the motivation and attention. He fully uses his ability to hide in the shadows to it's (prank carrying) potential as with his levitate ability as means of lazing about. ... Alright, he uses his talents for less purposeful things, but if someone could get his head straight, it's really not much of stretch that he'd use it well. Sadly, it would probably awhile before someone actually does set him straight.
Oh, and don't call him Ollie or any of the variations, it's best that you don't.
He's really a kid underneath it all, yes.
History:
Used to be a shy Clefairy who proclaims to want to burn all the uniforms and do crazy pranks in his school. One day he did, and it was the day he fell down from the school roof, died in an instance. Woke up as a Ghastly at night and has no clue who he is apart from his name, he mostly wanders around in the streets at night. He doesn't really have much a clue how much time had passed but the Ghastly continued to grow and grow, eventually, he became a Gengar. Things mostly go like that.
Family:
WHAT FAMILY? Honestly, he doesn't remember them. He vaguely remember having a mother who's home all the time and maybe a younger sibling. But apart from that? a huge blur.
